La epidemia de tabaquismo es uno de los m\u00e1s grandes problemas a los que se ha tenido que enfrentar la Salud P\u00fablica. Cada a\u00f1o, el tabaquismo produce m\u00e1s de 8 millones de muertes en todo el mundo de las cuales 1.2 millones son personas que nunca han encendido un cigarro y son consecuencia de la exposici\u00f3n de humo de segunda mano.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">En M\u00e9xico, los datos no son m\u00e1s alentadores ya que de acuerdo con la Encuesta Nacional de Salud y Nutrici\u00f3n 2021 (ENSANUT 2021) mueren aproximadamente 63,233 mexicanos al a\u00f1o, lo que representa una mortalidad de 173 personas diariamente. Puesto que el tabaquismo es un coadyuvante de \u00a0las cuatro enfermedades principales que causan\u00a0 mortalidad en M\u00e9xico\u00a0 (enfermedad isqu\u00e9mica del coraz\u00f3n, enfermedad cerebrovascular, enfermedad pulmonar obstructiva cr\u00f3nica y c\u00e1ncer pulmonar) genera gastos en el sector salud al a\u00f1o de \u00a0aproximadamente $116,151 millones de pesos mexicanos solamente en el tratamiento de las enfermedades antes mencionadas<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">La Encuesta Nacional de Consumo de Drogas, Alcohol y Tabaco (ENCODAT 2016) report\u00f3 una prevalencia de exposici\u00f3n al humo de tabaco de segunda mano (HTSM) de 12.8 % esto quiere decir que m\u00e1s de 7 millones de adultos mexicanos que nunca han fumado reportaron haber estado expuestos involuntariamente al humo de tabaco.\u00a0 Los lugares p\u00fablicos reportados con mayor prevalencia de exposici\u00f3n al HTSM en la poblaci\u00f3n adulta fueron: bares 54.7%, restaurantes 33.3% y escuelas 29.3%.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">El tabaquismo da\u00f1a tanto a los fumadores como a los no fumadores por lo que una de las maneras m\u00e1s importantes de proteger a la poblaci\u00f3n de las consecuencias de la exposici\u00f3n al humo de tabaco es estableciendo \u201cEspacios 100% Libres de Humo de Tabaco\u201d. Estos espacios son parte de las medidas creadas por el Convenio Marco de la Organizaci\u00f3n Mundial de la Salud (CMCT-OMS) para el control de tabaco, siendo M\u00e9xico el primer pa\u00eds de Am\u00e9rica Latina en ratificar este convenio en 2004, el cual establece en su Art\u00edculo 8 \u201cLa protecci\u00f3n de toda la poblaci\u00f3n contra la exposici\u00f3n al humo de tabaco\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">Por lo antes mencionado, el Departamento de Salud Publica junto que el Programa de Investigaci\u00f3n y Prevenci\u00f3n del Tabaquismo considera que es importante que la Facultad de Medicina de la UNAM, centro formador de futuros m\u00e9dicos quienes ser\u00e1n los promotores y cuidadores de la salud de la poblaci\u00f3n, sean conscientes del da\u00f1o que causa el tabaquismo y los beneficios de tener espacios 100% libres de humo de tabaco.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">El 15 de enero del 2023 entr\u00f3 en vigor el nuevo Reglamento de la Ley General para el Control de Tabaco (ANEXO 1) que establece el control, fomento y vigilancia sanitaria de los productos de tabaco, su elaboraci\u00f3n, fabricaci\u00f3n y prohibiciones en toda forma de publicidad, promoci\u00f3n y patrocinio de los mismos, as\u00ed como la regulaci\u00f3n estricta para la protecci\u00f3n contra la exposici\u00f3n al humo de tabaco y emisiones generadas por los nuevos productos de tabaco (cigarrillos electr\u00f3nicos, vapeadores y productos de tabaco calentado).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">En este instrumento jur\u00eddico se proh\u00edbe estrictamente fumar, a\u00fan en espacios abiertos, con el objetivo de proteger a la poblaci\u00f3n en general contra la exposici\u00f3n al humo de tabaco y emisiones\u00a0 en cualquier \u00e1rea f\u00edsica con acceso al p\u00fablico, en los espacios cerrados, en todo lugar de trabajo, en transporte p\u00fablico, en espacios de concurrencia colectiva, o en las escuelas p\u00fablicas o privadas de todos los niveles educativos, pudi\u00e9ndo los estudiantes, docentes y personal administrativo dar aviso a la autoridad correspondiente sobre la persona o personas que incumplan este reglamento que es de aplicaci\u00f3n obligatoria en todo el territorio nacional y sus disposiciones son de orden p\u00fablico e inter\u00e9s social.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">Lograr que \u00a0la Facultad de Medicina \u00a0sea un espacio 100% libre de humo de tabaco \u00a0constituir\u00e1 un modelo para las dem\u00e1s facultades de la Universidad \u00a0Nacional Aut\u00f3noma de M\u00e9xico igualmente ser\u00e1 una figura de\u00a0 cambio que busca la preservaci\u00f3n de la salud tanto de la comunidad estudiantil\u00a0 como de la comunidad trabajadora de\u00a0 la m\u00e1xima casa de estudios.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">Con el respaldo jur\u00eddico de este reglamento, se proponen las siguientes acciones para lograr que la Facultad de Medicina de la UNAM, sea un espacio 100% libre de humo de tabaco y emisiones:<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong>Programa de Protecci\u00f3n contra la exposici\u00f3n al Humo de Tabaco y Emisiones.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">A continuaci\u00f3n se se\u00f1alan los objetivos y etapas del programa:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #0000ff;\"><strong><u>Objetivo del programa:<\/u><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">Aplicar el Reglamento de la Ley General para el Control del Tabaco y lograr que la Facultad de Medicina de la UNAM, sea un espacio 100% libre de humo de tabaco y emisiones.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong>\u00a0<\/strong><\/p>\n<p><span style=\"color: realizar\u00e1n infograf\u00edas para los alumnos y el personal administrativo que concienticen los da\u00f1os a la salud que provoca el tabaco y los incentive a dejar de fumar.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">La fuente de informaci\u00f3n se obtendr\u00e1 de la p\u00e1gina de \u201cLa Organizaci\u00f3n Panamericana de la Salud\u201d\u00a0 en el apartado\u00a0 \u201cM\u00e1s de 100 razones para dejar de fumar\u201d y de la p\u00e1gina del Centro para el control y la Prevenci\u00f3n de Enfermedades <\/span><span style=\"color: #000080;\">(CDC) en el apartado de \u201cTabaquismo y Consumo de Tabaco, Motivos para dejar de fumar.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">Las personas que deseen dejar de fumar, se integrar\u00e1n al proyecto de investigaci\u00f3n, ya aprobado por las Comisiones de \u00c9tica e Investigaci\u00f3n: \u201cEvaluaci\u00f3n de una herramienta electr\u00f3nica (e-Tool) para la cesaci\u00f3n del tabaquismo\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">Este consiste en un tratamiento de 12 semanas en las cuales se tienen sesiones de 60 minutos, una vez a la semana a trav\u00e9s de la plataforma Zoom y en las cuales se escuchan los Podcast elaborados para tal fin, la fecha para dejar de fumar se ubica en la semana 8 y es precisamente en esa semana cuando se forman grupos de WhatsApp para apoyar el proceso de cesaci\u00f3n.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\"><strong>V. <span style=\"color: #0000ff;\">Se\u00f1al\u00e9tica<\/span><\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">El programa \u201cEspacios 100% Libres de Humo de Tabaco y Emisiones\u201d, plantea como objetivo reconocer a todos aquellos lugares donde esta\u0301 ausente el acto de fumar y vapear, y haya proteccio\u0301n para los no fuma- dores y no vapeadores.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000080;\">Llevar a acabo este programa, traera\u0301 como beneficio el cumplimiento de la Ley General para el Control de Tabaco, obligada al mantenimiento de \u201cEspacios 100% <\/span><span style=\"color: #000080;\">Libres de Humo de Tabaco y Emisiones\u201d y a su vez se considere como
